Most garage conversions are decided by four things long before a drawing starts: how much headroom you have, whether the structure is on the record, whether it sits into a slope, and what you want it to become. Answer seven questions to see the obstacles, and the drawing set the project will need.

Headroom. Seven feet of clear ceiling is generally the minimum for a habitable room, and an enormous number of Bay Area garages were framed to land just beneath it once a finished ceiling, insulation and any ductwork are added. Start below 7 feet at the framing and your options narrow to dropping the slab or lifting the roof structure, either of which converts a light remodel into a structural job. Take the measurement at the lowest beam, not at the high point between joists, because the lowest point is what governs.
What the city has on file. A garage nobody permitted, or one whose history nobody can reconstruct, turns a single project into two: get the existing structure onto the record, then convert it. Step one is an accurate measure-up and a set of drawings that describes what is actually standing without varnishing it. Where it sits relative to grade. Cut a garage into a slope and moisture, drainage and egress all join the conversation. A sleeping room needs an emergency escape and rescue opening, and against a below-grade wall that means a window well sized and detailed on the sheets rather than waved at.
What it becomes. An ADU is a complete dwelling with a kitchen, a bathroom, its own entrance and its own energy compliance. A JADU is limited to 500 square feet and must land within the single-family dwelling's own walls, a test an attached garage passes and a freestanding one generally fails. A bedroom or office is conditioned space, so Title 24 alteration requirements attach. An unconditioned gym or storage room sidesteps the energy modeling, though the electrical, the structural changes and the change in use each normally still require a permit. Which of these your city will accept is a local determination, and this page cannot make it.
Conversions rarely fail on the idea. They fail on detail. Reviewers want the existing and proposed conditions laid out side by side, the garage door infill drawn as a genuine assembly rather than a note, the slab and any step-down or drainage slope resolved, insulation and fire separation called out wherever the space shares a wall or ceiling, and egress plus light and ventilation demonstrated room by room. When infilling the door opening alters a shear wall or header, or lowering the slab reaches the foundation, structural sheets and calculations enter the set. An independently licensed engineer we bring onto the project produces and stamps those. Engineering is not something this office performs or signs, and building is not something it does. What we hand you is a coordinated, submittal-ready package that gives the project its cleanest run at review, which is a different thing from a guaranteed result.
It is the toughest item on this list. Habitable rooms generally need 7 ft of clear height, so you would be choosing between lowering the slab and raising the roof framing. Either one is genuine structural work, and either one has to be designed and stamped by the independently licensed engineer we bring onto the project. Where the budget will not carry that, an unconditioned storage or gym use is usually the practical alternative.
Legalize, then convert, in that order. Start with an accurate measure-up and a drawing set describing the structure as it truly stands, then submit it so the city can put the building on its record. Attempting a conversion on top of unpermitted construction without resolving its status is the single most common reason these projects grind to a halt.
Generally not. A JADU has to sit within the walls of the single-family dwelling, connect internally to the main house, include an efficiency kitchen and stay under 500 sq ft. An attached garage meets that; a freestanding structure does not, and it is normally screened as a detached ADU instead. Your jurisdiction confirms the path.
Not usually, if the conversion is an ADU, since state law generally waives replacement parking for that case. Make it a bedroom, office or family room instead and the waiver does not apply, so local zoning may still want that off-street space accounted for. This is why whether you have other parking on the lot matters to the result.
Nearly always. Skipping the conditioning skips the Title 24 energy modeling, and that is where the savings end. The electrical work needs a permit, closing up the door opening or anything else structural needs one, and so does changing how the room is occupied. Bypassing that is precisely how a red tag turns up later.
